Enable Full Functionality

This proposal enables full functionality of the Penumbra chain, enabling IBC transfers and the Penumbra DEX.

If this proposal passes, price discovery of the UM token can occur as it becomes tradeable on Penumbra and elsewhere in the IBC ecosystem. This may involve significant initial volatility, pricing, and liquidity risk. Penumbra's Gradual Dutch Auctions allow users to spread trade intent over time, up to 48 hours, and are one tool for users who wish to participate in price discovery, either by buying or selling tokens.

To enable full functionality of the Penumbra chain, this proposal makes the following parameter changes:
